Introduction Chapter

The Introduction Chapter of the Comprehensive Plan explains its purpose and organization; identifies its overarching values and major themes; and describes its community engagement process and future implementation activities.

The Introduction sets out the eight major themes that underlie the goals, policies, and programs throughout the Comprehensive Plan, which are:

  • Building Community and Neighborhoods
  • Maintaining and Enhancing Community Character
  • Reducing Reliance on the Automobile
  • Meeting Housing Supply Challenges
  • Protecting and Sustaining the Natural Environment
  • Keeping Palo Alto Prepared
  • Meeting Residential and Commercial Needs
  • Providing Responsive Governance and Regional Leadership
